[UU] clan members get access to commands in-game. And as Bluebird said, nothing is officially confirmed for BO3, but Classixz (the creator of ZAM) said how he would love to try modding BO3 if Mod Tools were to release (there was a rumour that there will be an alpha version ready somewhere in March of 2016).
