Did you (download and) install the software for it?

Did you try using all USB ports when connecting it to your computer case (if it is indeed a USB-based mouse)?

Did you try contacting customer support after doing the two things above?

P.S. Make sure you have your warranty ready at all times.

If it's a wireless mouse, did it come with a keyboard? Do you have multiple wireless dongles connected to your PC? These can cause interference in wireless devices. Especially if several similar brand devices are in a general vicinity, these can sometimes conflict.
